All about the Land Records Portal – Meebhoomi

Meebhoomi is a land records portal and belongs to the state of Andhra Pradesh or AP. The government of AP launched this portal during the year 2015 and is a database that would help the user fetch all the information regarding the land in the state. This would include the land ownership details along with easy access to the electronic passbook which would display property tax payment, due amount of tax, and such other details. The linking of Aadhar Number and Khata Number with the land can also be checked using this digital platform established by the Government.

What are the Services Available under this?

The following services are provided by the Meebhoomi Portal to its users:
– Viewing of the Village Maps of the State
– Viewing of Landownership details
– Viewing of Land Conversion details
– Viewing of the Electronic Passbook
– Viewing of Field Measurement Book
– View the details of Aadhar linked to land records
– Viewing of the details of field measurement and its book
– View the details of court cases and such details pertaining to the court
– Downloading of the Adangal
– Downloading the Record of Right which is 1-b.

Adangal – Meaning

The Tahsildar issues a land document which would then be maintained by the village administrators, and this document is known as the Adangal. This can be used by the users during the sale of land or purchase of land, as it would provide the following details pertaining to a land:
– The landowner names
– The land area in total
– Khata Number
– Land revenue details
– Survey number and the Hissa of the land
– Liabilities held by the owner of the land (current)
– Resources – Water and Land Cultivation
– Crops that are grown on the land
– Nature – Procession of land
– Classification of the soil on the land.

How to Download Adangal using Meebhoomi Portal?

Both the landowners and the general public belonging to the state of AP can use the Meebhoomi portal for downloading the Adangal and for this they should necessarily follow the below-given steps:

  1. Access the Meebhoomi online portal using the following link: ‘http://meebhoomi.ap.gov.in/’.
  2. Now on the panel at the top of the homepage, click on the tab named ‘Adangal’. A drop-down list with two options namely, ‘Your Adangal’ and the ‘Village Adangal’ would appear. From which anyone should be chosen by the user.

iii. There will be appearing a new screen asking to choose any of the following options namely:
– Survey Number, or
– Account Number, or
– Aadhar Number, or
– Automation Records.

  1. Now enter the ‘District Name’, ‘Zone Name’, ‘Village Name’, ‘Survey Number’ (if chosen) and then enter the code which is given in the box and then enter the ‘Click’ button given at the bottom.
  2. All fields are mandatory and should be filled in.
  3. On ‘Click’, it will take you to the next screen where the Adangal will be displayed. And the user can print the same by clicking on the ‘Print’ button given at the bottom center of the Adangal page.

Record of Rights – 1-b Meaning

The 1-b document provides the user with the land ownership details and will be maintained by the Tahsildar at the Village level. This is considered to be an important document related to land and is maintained by the Department of Revenue of the State of AP with the Tahsildar each village as earlier stipulated.
The 1-b document can be used for obtaining any funds or bank loans, court proceedings, and the verification of the information of the person selling the land or property. It shall provide the following details:
– Details of the land revenue
– Classification of the land
– Khata number and also the survey number of the land
– Khatedar’s name
– Fathers name of the Khatedar
– The size or extent of the property or land held by the Khatedar.

How to Download 1-b Document using Meebhoomi Portal?

  1. Access the Meebhoomi online portal using the following link: ‘http://meebhoomi.ap.gov.in/’.
  2. Now on the panel at the top of the homepage, click on the tab named ‘1-b’. A drop-down list with two options namely, ‘Your 1-b’ and the ‘Village 1-b’ would appear. From which anyone should be chosen by the user.

iii. There will be appearing a new screen asking to choose any of the following options namely:
– Survey Number, or
– Account Number, or
– Aadhar Number, or
– Name of the graduate, or
– Automation Records.

  1. Now enter the ‘District Name’, ‘Zone Name’, ‘Village Name’, ‘Survey Number’ (if chosen) and then enter the code which is given in the box and then enter the ‘Click’ button given at the bottom.
  2. All fields are mandatory and should be filled in.
  3. This will enlist the details of survey number, Khata number, name of landowner and his father’s name on the bottom of the screen. Here click on the Khata number or landowner name as underlined and the 1-b document can be viewed in detail.

vii. Now, it will take you to the next screen where the 1-b document will be displayed. And the user can print the same by clicking on the ‘Print’ button given at the bottom center of the 1-b document displaying the page.

Viewing of Mutation Details using the Meebhoomi Portal

  1. Access the Meebhoomi online portal using the following link: ‘http://meebhoomi.ap.gov.in/’.
  2. Now on the panel at the top of the homepage, click on the tab named ‘1-b’. A drop-down list with two options namely, ‘Your 1-b’ and the ‘Village 1-b’ would appear. From which choose the ‘Your 1-b’ option.

iii. There will be appearing a new screen asking to choose any of the following options namely:
– Survey Number, or
Account Number, or
– Aadhar Number, or
– Name of the graduate, or
– Automation Records.
And on this page, on the right side above ‘Automation Records’ would be the ‘Mutation information By Dategaum’. Choose the same.

  1. Now 1-b Mutation form will appear. enter the ‘District Name’, ‘Zone Name’, ‘Village Name’, and enter also the date of Mutation and then click on the button named, ‘Submit’.
  2. The mutation details will get listed below.

Viewing of Village Maps using the Meebhoomi Portal

Following are the steps to be followed for viewing the village map using the Meebhoomi Portal:

  1. Access the Meebhoomi online portal using the following link: ‘http://meebhoomi.ap.gov.in/’.
  2. Now click on the tab named, ‘Village Map’ given on the homepage.

iii. After which the ‘‘District Name’, ‘Zone Name’, and ‘Village Name’ should be filled in by selecting them from the drop-down list.

  1. And also enter the code given on the website and enter the ‘Click’ button.
  2. The village map will get displayed on the next page.

Checking of linking of Aadhar Number and Khata Number

Following are the steps to be followed:

  1. Access the Meebhoomi online portal using the following link: ‘http://meebhoomi.ap.gov.in/’.
  2. Now on the panel on the homepage, click the ‘Aadhar/Other Identities’ tab and now select the ‘Aadhar Linking’ option from the provided drop-down list of options.

iii. And select the ‘Account (Khata) number’ or ‘Aadhar Number’ from the options provided at the top.
viii. After this, enter the ‘District Name’, ‘Zone Name’, ‘Village Name’, ‘Account Number’ (if chosen) and then enter the code which is given in the box and then enter the ‘Click’ button given at the bottom.

  1. Before this the checkbox for user consent should also be checked.
  2. The details of the Aadhar linking with the respective Khata Number shall be enlisted below.

Viewing Electronic Passbook using Meebhoomi Portal

The following steps shall be taken up:

  1. Access the Meebhoomi online portal using the following link: ‘http://meebhoomi.ap.gov.in/’.
  2. Now click on the tab named, ‘Electronic Passbook’ on the homepage.

iii. Then select the ‘Account (Khata) Number’ or the ‘Aadhar Number’ option which is given on the form.

  1. After this the ‘District Name’, ‘Zone Name’, ‘Village Name’, ‘Account Number’ (if chosen), along with the mobile number and the code which is given in the box should be entered. and then enter the ‘Click’ button given at the bottom.
  2. This will generate the passbook of the land or property owner.

Viewing Land Conversion Details using Meebhoomi Portal

Following are the steps to be followed:

  1. Access the Meebhoomi online portal using the following link: ‘http://meebhoomi.ap.gov.in/’.
  2. Then click on the tab named, ‘Land conversion details.

iii. Now enter the ‘District Name’, ‘Zone Name’, and ‘Village Name’ and also enter the ‘Survey Number’. Then click on the button named, ‘Submit’.

  1. The conversion details of the land including the survey number, Khata number, Pattdar number, Pattdar extent, name of the father, the extent of conversion and the date of conversion shall get displayed on the page.

Viewing Field Measurement Book using Meebhoomi Portal

The following steps shall be taken:

  1. Access the Meebhoomi online portal using the following link: ‘http://meebhoomi.ap.gov.in/’.
  2. Now click on the ‘F.M.b’ tab on the panel on the homepage.

iii. Then the ‘District Name’, ‘Zone Name’, ‘Village Name’, and the ‘Survey Number’ shall be entered along with the captcha code.

  1. Now the Click button should be entered which would display the field measurement book.

Viewing Land Conversion Details using Meebhoomi Portal

  1. Access the Meebhoomi online portal using the following link: ‘http://meebhoomi.ap.gov.in/’.
  2. Now select the ‘Others’ tab on the home page. And then select the ‘Details of Revenue Court Cases’ from the drop-down list that is shown.
  3. It will then display a table which is having details pertaining to district name, number of cases in the name of the land or landowner before the Tahsildar court, cases with the Revenue Division Officer (RDO) Court, cases with the Joint Collectors Court Commissioner and also Commissioner of Appeals.

Now click on the number of respective court columns pertaining to a district and it will bring in all the details of the cases. This will include the ID of the dispute, name of the district, Mandal, village, and the survey number along with the remarks on the dispute, description of the case or the file number along with the current status of the case and the name of petitioner and respondent.
