How to Apply for ISD Registration Under GST?

4 Mins read

The Input Service Distributor (ISD) concept under the Goods and Services Tax (GST) system is crucial to facilitate free flow of credit within an organization. An ISD facilitates passing on input tax credit (ITC) to different branches or units belonging to the same legal entity. Companies with centralized billing of input services but having several operating units usually benefit from ISD registration.

This blog describes what ISD registration is, who requires it, and how to apply for it step by step.

Introduction

In the Goods and Services Tax framework, it becomes complicated for multi-branch companies to handle the tax credit. If the head office is issued an invoice for a service consumed across its network, be it a digital marketing campaign or legal consultancy, the head office cannot just share that credit with other branches on its own. It has to register as an ISD to share it legally.

The ISD mechanism under GST serves to formalize the distribution of input service tax credits. Without it, credit distribution is left in gray and can attract penalties. Therefore, if your company applies centralized billing on services consumed by more than one GST-registered premise, registration with ISD is necessary.

Understanding ISD Under GST

What is an Input Service Distributor?

An Input Service Distributor is an office or branch of a company to which invoices for input services are sent and that distributes the qualifying ITC to other branches of the same PAN. This applies only to services, not to goods.

Why is ISD Registration Necessary?

If a company is not registered under ISD, it is not legally possible to transfer credits for common services to branches. Attempting the same without the necessary registration is likely to result in mismatched GST filings, blocked credits, and compliance notices. ISD registration lends a legal framework to the otherwise informal allocation of tax credits.

Who Should Register as an ISD?

  • ISD registration is ideal and in most cases, compulsory for-
  • Organizations with centralized purchase of services utilized in locations.
  • Firms in which the headquarters does the billing, while branches across states enjoy the benefit.

Organizations with multiple GST enrolments under a common PAN, necessitating legal and correct credit apportionment.

An example would be a firm which has five-state branches and which is charged for a pan-India advertisement campaign. In the absence of an ISD, distributing that ITC to the five states isn’t feasible under GST guidelines.

Documents Required for ISD Registration

Before submitting the ISD application, the company needs to collect all the required documents-

  • Business PAN
  • Proof of business incorporation or registration
  • Utility bill, rent agreement, etc., as evidence of the principal place of business
  • Bank account details
  • Address proof and ID of the authorized signatory
  • Signatory photograph
  • Board resolution or authorization letter attesting the signatory

Ensure that all the documents are aligned and current. Discrepancies may hold up or reject the application.

Steps for ISD Registration Application

ISD registration is a complete online process and includes the following steps-

  1. Go to GST Portal – Access https://www.gst.gov.in/ and log in using your credentials.
  2. Go to the Registration Section – Click on ‘Services’ > ‘Registration’ > ‘New Registration’.
  3. Select Appropriate Category – In the application form, choose “Input Service Distributor” as the registration type.
  4. Enter Business Details – Enter business name, PAN, email, mobile number, and state.
  5. Submit OTPs – OTPs will be sent to your email and mobile for verification.
  6. Complete Part-B of the Form (GST REG-01) – Once verified, complete Part-B with business address, other places, bank details, authorized signatory, and upload necessary documents.
  7. Verify and Submit – Verify using DSC or EVC and submit the application.
  8. Get ARN An Application Reference Number (ARN) is created that can be used to track the status.
  9. GSTIN Allotment – A distinct GSTIN for ISD will be allocated once it is verified by the department.

Post Registration Compliance for ISDs

After registration, the ISD has to furnish timely and correct credit distribution. Non-compliance can lead to fines and the reversal of erroneously distributed credit. The major compliance requirements are-

  • Issuance of ISD invoices for credit distribution
  • Furnishing monthly return of GSTR-6 with input tax credit received and distributed
  • Keeping records of tax invoices and distribution information
  • Distribution of ITC only to correct recipients

Common Mistakes to Avoid

Even the most genuine businesses make errors at times when using ISD registrations. Here are some common mistakes-

  • Providing ITC without registering appropriately – this renders the credits so claimed as non-creditable by the branches.
  • Delayed submission of GSTR-6 – delayed returns invite penalties and mismatching.
  • Mistaking in ITC passing – ITC must only pass to the respective branches that made use of the service.

Conclusion

ISD registration in GST is a judicious and unavoidable measure for firms that involve centralized services but have operations spread across various GST-registered locations. It provides a legal and transparent medium through which input tax credit on services can be availed while keeping the business under compliance and efficacy.

The procedure, while meticulous, is relatively simple if you have all the correct documents and know the extent of what ISD registration is intended for. After registering, keeping timely filings and accurate records will make your credit distribution smooth and audit-ready.

If your business has this configuration shared services, centralized billing, multiple GSTINs obtaining an ISD registration ought to be at the top of your agenda. It’s not only about compliance; it’s about smarter management of your input tax credit.
