It also oversees paramilitary forces and intelligence agencies critical to the defence of the country against internal threats.

Major Functions of the Ministry of Home Affairs

1. Internal Security and Law Enforcement

The primary role of the MHA is to deliver internal security. This involves assisting states in the maintenance of law and order, regulating central armed police forces, keeping an eye on the threat from terror groups, and monitoring anti-terror operations. It requires active coordination with intelligence agencies and state police forces to anticipate violence or any conflict.

2. Border Management

The MHA manages India’s frontiers with Pakistan, Bangladesh, China, Nepal, and Myanmar. It oversees Border Security Forces (BSF) and oversees fencing, development of infrastructure, and border check post management to stop illegal migration, smuggling, and infiltration.

3. Disaster Management

The National Disaster Management Authority (NDMA) and the National Institute of Disaster Management (NIDM) come under the MHA. The ministry coordinates national-level responses to natural disasters such as earthquakes, floods, cyclones, and pandemics. It also provides guidelines for disaster preparedness, training, and risk mitigation.

4. Administration of Union Territories

The MHA directly governs Union Territories like Delhi, Chandigarh, Lakshadweep, Andaman & Nicobar Islands, Jammu & Kashmir, and Ladakh. It deals with governance, policing, and law enforcement within these territories, while states have their own elected governments.

5. Citizenship, Immigration, and Visa Policies

The MHA implements the Citizenship Act, 1955 and oversees Indian citizenship, naturalization, and overseas citizenship matters. It also governs visa policy issuance, immigration control, and the Foreigners Act. Institutions like the Foreigners Division and FRROs (Foreigners Regional Registration Offices) operate under the guidance of the ministry.

6. Control of NGOs and Foreign Contributions

The MHA grants and oversees permissions under the Foreign Contribution Regulation Act (FCRA). NGOs accepting foreign donations need to get registered with the MHA, and the ministry ensures that these donations are utilized for legal, non-political, and legitimate purposes.

7. Coordination with State Governments

While law and order is a state subject, MHA has a crucial role to play in the support and facilitation of state governments, particularly during insurgent movements, riots, or communal unrest. It also finances the modernisation of state police forces and internal security programs in states.

Key Departments and Agencies Under MHA

The Ministry of Home Affairs functions through a well-organized network of departments and specialist agencies that deal with different dimensions of internal administration and security. Each department is dedicated to a particular area so that the ministry can work smoothly across its large range of duties. Here is a closer inspection of the main divisions and forces under the MHA –

  1. Department of Border Management

It deals with the security of India’s borders abroad. It makes policy on border infrastructure development, fencing, and surveillance systems. It also engages intimately with the Border Security Force (BSF) to repel illegal immigrants, smuggling, and cross-border penetration. The department is also concerned with the construction of border roads, check posts, and integrated check posts (ICPs) to facilitate cross-border movement and trade, in addition to security.

  1. Department of Internal Security

This ministry addresses matters pertaining to internal law and order, counter-terrorism, police, and liaison with state governments. It interacts with intelligence services and police units to tackle insurgencies, crime, left-wing extremism (LWE), and communal disturbances. The ministry also enacts measures to enhance internal vigilance and aids the process of modernizing state police organizations.

  1. Department of Jammu, Kashmir, and Ladakh Affairs

After Jammu and Kashmir were reorganized into Union Territories (Jammu & Kashmir and Ladakh), this department was also assigned the responsibility of monitoring their administration, security measures, and development activities. It oversees coordination between UT administrations and central ministries, provides delivery of public services, and tracks law and order in these delicate areas.

  1. Department of State

This department is engaged in Centre-State relations. Although law and order is a state subject, the Department of States assists state governments in maintaining public peace during an emergency, election, or disaster. It also handles issues regarding interstate boundaries, the reorganization of states, and coordination for internal security within various regions.

  1. Department of Home (General Administration)

Often referred to as the administrative arm of the MHA, this department handles matters such as service conditions of Indian Police Service (IPS) officers, national awards (like Padma Awards), censuses, and population statistics. It also deals with sensitive topics like national integration, official language policy, and internal vigilance in government organizations.
